It Says Talk to rose before talking to whis, but im stuck at that part, talking to rose doesnt do anything. Do i need certain love and lust level before talking to her to make it work?

I raised her points by inviting her swimming and giving her complements. Then I chose the "hang out" dialogue in her room.
