The locked location is Michelle's house it unlocked in the early 20 versions so i think your save is broken.If you have old saves then you can try reloading and try again. i think you met her in front of the coffee shop and at the beach

The save file folder is located in your documents folder!
Most common:
"C:\Users\YourUserName\Documents\SeasideMystery\"
Move the save files you have into the above underlined SeasideMystery directory.

Now you should be able to load a save file from game itself.
