I went there and tried to talk with the librarian no options and it shows a new! talk poping up. I am also stuck with a quest saying to meet with janice at the beach and there is nothing to talk with her.
For me, it crashed on startup after Unity logo. Just a CtD with no errors whatsoever. Event log mentions "lib_burst_generated.dll" error, with the file being under "SeasideMystery17\Seaside Mystery_Data\Plugins\x86_64". After replacing "lib_burst_generated.dll" with the file from v16 version (same location), the game seems to work fine.

Just load the save game posted, it's not bugging and you will unlock basically everything.
You have to read some kind of book from the college library.

Have u met the detective in the park ? If not then go to park top of the hill where the statue is, event will triger follow the lady
