Go to the Lighthouse area. When you take the way up to the Lighthouse pick the right track instead of the left one.

Two Brenda quests I'm stuck on. One, find her under wear. No matter what time, where she is, or what day, it just will not show up. Two, get two more kisses from Brenda at different locations. I am completely lost, can someone give me some insight?

The locations where MC can repeatedly kiss Brenda are the hallway, the bathroom (in front of the mirror) and the kitchen.
The underwear quest should take place around 12:00 to 14:00 o'clock.
Go to the bathroom during the night and interact with the toilet if the underwear still doesn't appear in the drawer.
