Curious whether it's everyone or just me: with the extra stuff (unity explorer, full save and cheat menu) I'm not seeing the majority of clothing, including vibrators and (most agonizing) the penis size slider disappears entirely. The dick will show up I just can't change the size. About the only clothing I see is heels, underwear and some other stuff that's in the base demo.
I assume that's just because those files are not in the demo at all, just wondering if that's the case for everybody.

Yes - this is the demo, and most of the assets are stripped out of it. There's probably a bunch of code re-use which is why stuff functions more or less like you'd expect from a behavioral perspective.

As said above that is normal with the clothes and stuff missing. But the odd part is the penis size slider...that and the balls one should be fully functional because it is on my end. Is that after taking the futa pill?
Dick sliders are not displayed, because in the full save, which you downloaded and most likely replaced what you had, the "futanari" option is disabled in the settings. I had the same thing too. To turn it on, I went to the saved game directory, decrypted "s.save" using the password and the site posted in this thread, and changed the value of futanari (I don't remember what it's called exactly) from false to true. Sliders should appear after that
As far as I understand, you can simply delete the s.save file and generate it again when starting the game and this will also solve the problem
if you use the uncensor, it unlocks all of the features, and you have to enable futa in the settings. That might be the cause. Then you have to get futa pills to actually get the dick to appear. for the record. I'm not sure how to get them, i used the full save that already had some in inventory.

My guess was maybe it was going to be the censor over her eyes before they decided on the black bar outfit piece instead? I have no evidence, just a guess.

ShableSoft's model is one called Selestia, a base to work off usually used for VRchat stuff. These models usually come with a ton of expressions, blendshapes (open, close eyes/mouth/etc).
It's most likely something left from that model. Inside her head you can see all the base expressions that come with Selestia as when these kind of characters change expressions what they really do is bring them from inside of the head to the layer over the face really fast.
Edit: With UCE you could find and turn on Selestia's original outfit in Seleka and I believe it is in Manaka as well. A hidden outfit that can't be unlocked

I'm actually really surprised SS (terrible acronym XD) didn't include the heart eyes as expressions... perhaps they can be unlocked in the full game? Seems like a waste to not use them
