Maybe I’m wrong but I can’t see her forgiving him, she seems adamant to reject all his offers. Perhaps she agrees to be his advisor for now with the goal to eventually seize power at a later date by taking him, Zii-Zii and Tue-San all out so she’s the only logical leader left. It feels like her grudge is one she will not drop for anything, she was literally stabbed in the back, it’s unforgivable.
I need to go back and read her events, I hope you’re right about a pre-wedding scene.
From what I've seen so far, Che-Lin has two major issues with Tue-Row. The first is that Che-Lin believes Tue-Row will wipe out the existing goblin traditions and culture she represents as the High Priestess in favor of his grand vision of a new, united goblin race. Che-Lin also hates Zii-Zii, seeing her as a bloodthirsty, plundering cur that Tue-Row is willing to abide if Zii-Zii can secure his crown.
Tue-Row, Tue-San, and Che-Lin herself all mention that one of the major ways goblin culture differs from human culture is that goblins prize treachery instead of scorning it. In her second event with Rowan, Che-Lin points out that she considers Tue-Row's betrayal of her to be a brilliant, cunning trick on his part. She's angry that he did it, but her real issue with him stems from what the betrayal led to, rather than the betrayal itself. She sees Tue-Row as too far gone in his delusions to listen to anyone else trying to moderate him, including her. I think she has a point, but how much of a point that is remains to be seen.
A lot hinges on whether you can bury the hatchet between Tue-Row and Che-Lin without outright supporting Che-Lin over Tue-Row. Right now we only have one resolution out of four available - Tue-Row wins, Zii-Zii is neutralized, and Tue-San is fine with things. I can speculate that for Zii-Zii's ending, she wins, Tue-Row is diminished but still dangerous, and Tue-San is furious. For Tue-San's ending, I think Zii-Zii probably ends up dead since she won't be needed for the marriage anymore; Tue-Row is still crowned king, and Tue-San herself is either his queen or queen in all but title.
How Che-Lin fits into those endings, assuming it's still the plan to include her in them in some way if you do her events, is unclear. I'd imagine bad things would happen to her in Zii-Zii's ending and she'd be an advisor to Tue-Row in the others. If the plan for the goblin arc has changed and you can only decide if you're primarily dealing with Tue-Row, Tue-San, Zii-Zii or Che-Lin, then I'd say you're probably closer to mark and Che-Lin will find some way to diminish or neutralize Tue-Row in her ending. Until Rein or whoever gets thrown at the goblin arc next gets more scenes in though, all we can do is speculate.
