SoC doesn't do a public release so we're always at the whim of a leaker here. Sometimes it takes ten minutes, some times it takes ten hours, sometimes a day or two, once it took over a week. So have patience, you might have to wait a while for more big red man puts dick in the butt of smaller pink man scenes.

that would probably be because the newest version isn't posted on here yet, so you're trying to use a mod made for 0.3.12 while on version 0.3.11

Scenes are locked by default to allow people to naturally unlock them if they want too. You can forceably unlock them using the "unlock" bottom in the bottom-left corner.
