Ah, you're not the first to be fooled by the way quests are arranged, but what you're missing is one of the earlier quests. That's why the odd numbers are on the right. Please check to see what number you're missing (once you get it, everything will slide forward, putting 65 on the last spot).

That's a special status condition that generally comes from one of her own skills. And I really don't know what to tell you about the fight, because to me the only problem was needing to have everyone equipped with stuff that prevented the status effects she inflicts with her 'cries' and 'laughs' attacks. Once I had both, she went down with no problem.
The entire Sequel series is mostly linear, that only changes in the post-game.
