Depend how you see "futanari". This word was indeed first used to talk about women with BOTH sexes. But starting from 20th century it was also used to describe both "double sexes", "neutral" and "androgyny". Then came porn, hentai and such, and in the 90s, the word was used as a main genre for characters displaying physical characteristics of both sexes, with sub-genre such as dickgirl and shemale.
So all in all, a character with boobs and a dick can fall under the large futa category even without the pussy.
But then again it's mostly a language and word use issue.
