Yep, this is correct. They're placeholders. Basically instead of focusing on the locked scenes, right now the thing to pay attention to is the counters for each of the girls at the bottom left. When they're all 1/1 or 2/2, then you've seen all of the available content. For those who don't notice:
There are a lot of apparent locked scenes. I'm 99% sure they're functionally just there as placeholders; if they were unlocked, there'd be nothing behind them anyway, because that content isn't coded up yet. I'm even about 85% sure that they'll be changed by the time they're ready. In other words, just treat them as placeholders. You'll know they're real when they're showing actual scenes, and you can hover over them and look at the bottom of the screen to find out what you haven't seen yet behind them.
Meanwhile, to skip past them, click the big white arrow in the upper right.
Very generally: each of the squad of four now has a movie-watching scene. So does Meiko. And Bailey has a hot scene in the library.
Typo in Daphne's dialog when she's talking to Emily (I forget exactly - I think it was "legititmately" - looked like a freudian slip.)
I wonder if Steph was supposed to give you a pinup like the others did for movie watching. (I think she was the only one who didn't.)
I'm sure that eventually Llama will add hints to the locked scenes telling us what we needed to complete first to unlock them because that was the way it was in Sexbot 1. It's just not implemented yet. So for now, our best in-game indicator are the counters in the bottom-left.
