There is no message claiming there will be a public release in June. Look at the official release chart.
If by they you mean: "can the developer leak the fixed version on here", then the answer is quite clearly a no, but when the next update leaks, the fix will be part of it.

Don't loose hope. Maybe there'll come a character to the harem that can make Billie's (Bill's), transition into a reality instead of a facsimile? Or, maybe a Mind Points farm can come from them?
I don't think so, when a certain character reached full corruption, their story or quest basically ended and most of them rarely appears in the main quest or others quest
Now I saw your game on Steam, but it says "excluded by preference" there. I think your game is not welcome on Steam. Excuse my sincerity. But I think Steam never puts erotic games. Again, excuse my sincerity, I don't want to make you nervous or offended. I'm just saying what I saw.

Hold your mouse over "your store".
Then click preferences and change your filters there.

The Steam release of V0.19 will follow approximately 3-4 weeks after the Fan & Enthusiast tier launch, once all the translations are updated with the new content.
Francesca, a powerful superhuman, joins the game in V0.19! In a dramatic and story-rich quest, travel deep into the snowy Canadian wilderness to find the only woman capable of nullifying powers. She might be your only chance against Ava's growing threat!
Alongside her, the quirky and unpredictable Rose also becomes a new harem member, with her own twisted and hilarious quest!
Side Characters have been fully redesigned: all existing ones now feature animated scenes and offer passive gameplay bonuses once fully corrupted!

As far as I know, it is avoidable. I know Bill can be changed to a girl or have him forget about you. I chose not to change him to a girl. After he forgot, there are no quest to interact with him.
