You guessed wrong. The amount of work to implement that is way too high for it to happen. The number of additional girls is too low. We know of:
6 in the gym: June, Nancy, Zoe, Rachel, Isabela and Rose
Linda
Camilla (the OSA agent)
Unknown main quest girl from the roadmap
Not confirmed, but Claire the police chief's daughter has also been set up for an eventual confrontation
The new girl in the coffee shop and your office in the college is only meant to be side characters, not full harem girls (I helped brainstorm the idea, hence why I know)

What I can't work out is the gym. How do you bring the gym owner under control? Or is that tbc?

Main quest not complete when I go into the mirror it is saying wait for 0.16.

Being an important asset for the player and possibly giving incriminating info on him during interrogation/torture, wouldn't that make her story a higher priority than Angela or anyone/anything else?

Remember the game is being developed. It can make sense to spread out the main story if it demands more or if the dev simply like the diversion switching from the main story and the girls. When the game is finished there is nothing stopping you from focusing on Camilla.

That being said, I think the same as you, so I have made a save file immediately after having unlocked the mind transfer. Though I have to play some of the same content again, I like to play it this way, with realistic agency in mind.
