I had trouble with this, too. You need to go into Roxy's room when she's not there which will give you the option to 'look around' and find the dildo behind a cupboard which is a prerequisite to the full dildo scene in the bathroom.

Problem is, I think the 'look around' scene only happens when Roxy's affection is less than 5. Try starting a new save, get her affection to 3 or 4 then keep checking her room (I think it's in the afternoon, whichever timeslot she usually lays on her bed) until you get that scene. After that, check for her in the bathroom (I think that's the morning timeslot).
