you have to build it 1st , if you meet the dud in night club , just go on job and you will get option to build it at some point, it is sandbox so grind a bit, and then you can take 1 per day

when you progress in story, just follow hints on computer all you got after you meet dud in strip club and meet construction chick you get option to build it or buy it not sure, after 1nce a day you get option to visit it from your office
