The core issue with your theory is that it sounds like it's based on the idea that Sini 1 and 2 are in the same place, which they are not. Sini 1 and 2 are 2 different otherworlder outbreaks in 2 different areas.

True, and it's certainly easier to see the second game as the sequel if you focus on the magical system and the mention of past saints. However, you can also focus on details such as the aforementioned technological progress and the limitations in support to argue that things had gone worse in general, even if Sinisitar 1 takes place in a different region.

Suppose that Leila is defeated by letting the Otherworlder impregnate both her and Haanja. That kind of disaster would require lots of people to be stopped, but the Sisterhood succeeds. However, they have lost a lot over the years fighting the Father Incarnate, to the point that the organization is a shadow of its former self. With low numbers and having lost most of their magical supporters, the Sisterhood could not send a proper team or anyone at all to deal with the Outbreak taking place in Kessaria before it wiped out the human population. As a result, Rabiane is the best they have available to cleanse the region and stop another advent.

This is still an idea, a what-if based on the games being in reverse order.

I actually never played the first installment of the game so didn't know how the 1st heroine looked.
Seeing her in this pic, they kinda almost have the same outfit. I think I can remake that skin to Sinisitar 2.
I also have a plan to create others such as Heart Sticker Underwear, Micro Bikini and a School Swimsuit. Maybe Bunny Ears Outfit too if it is not too difficult. (I'll distribute those mentioned skin here this time lmao, IF I managed to create them, tho I'm not confident that I could)

A little something about how I created my skin

I made a post here on how to mod the skin. In there I mentioned that the skin files were in /gamefolder/Mod/Player/Sample/.
There is a lot of PNG in there, about ~1000 of them. Some of them are identical so that is a relief

To check if my edited PNG work seamlessly with the other PNG when animated, I took time comparing each PNG first then checking it on the games Gallery Dev Mode, you can see which PNG is being used in each frame.

So yeah... that is basically how my ignorant, and slow ass did the skin. I took like 2-10mins on each PNG depending on how complex it looked. I use my sheer gooner willpower in creating this skin and resisted gooning while in the middle of playtest. I do hope that some talented mf would create skins for us like a machine.

If you are accepting further suggestions, how about a mod that makes Leila look like Sakurako from Blue Archive?

Both order is plausible. In all honesty you could also make the argument for no support for Rabiane and the wipe out of the area exactly cause it's the first game. If it's the first outbreak, or at least the first outbreak of that scale then the sisterhood has no idea what they are doing or facing yet. They don't have a bunch of battle nuns trained up to fight off a threat of this level, maybe they have a few to deal with random monsters here and there and Rabiane is one of those, suddenly facing odds way higher than she is used to. Then after the events of 1 Rabiane goes back to the sisterhood with all that she learned and tells everyone to buckle down and start training cause this shit is problems and they'll want to be more ready for when it happens again.
Your argument is also sound. We won't know until the dev confirms either way.

i made a mod that change (visually) normal state boobs to enlarged boobs. And when you are in enlarged boobs state, it becomes Super enlarged boobs instead. i put the download link in Night of Revenge community discord, i'm mainly active there and there are plenty of NoR mods in it too. Sorry and hope you guys are ok with this extra step

(this might be a wasted effort since the dev might add this as a dlc in the future). I can just use my created skin and made a few modification to create Rabiane's white clothes.
The one that will give me a headache is animating her braided hair ( ｡ •̀ ᴖ •́ ｡). (should I just make the hair black instead of braiding it? also should I make the eyes black?)
The weapon is incredibly easy to add since there is only 2 PNG to edit. Though I'm quite reluctant to make it since the hitbox would still be short while the weapon texture is long.

Rabiane's eyes are a bit confusing. Game art and animations show them red, but the OVAs go for brown. The twind braids are one of my favorite parts of her design, but I won't be pulling torches if you keep Leila's style.

Also Rabiane swings her sword in an arch instead of poking with it like Lilia with her wand. Similar to Lilias sword magic.

Curse you OVAs, why did you replace the spider boss game over scene with some random Demon?!
I do appreciate what they did with the giant baby boss, kept the creepy mix of sex and gore despite the low-tier animation.
But if Sinisistar 2 gets animated, please Nennai choose another studio... IDK, Studio World PG Animation did pretty good with Bound by Love.

I believe there is a tutorial for that trick in this thread. In short terms, copy one of the original mods and replace all of the files with "head" in the new folder with those of the same name that show Leila with no veil. Look for that post to have a better explanation.
