True, and it's certainly easier to see the second game as the sequel if you focus on the magical system and the mention of past saints. However, you can also focus on details such as the aforementioned technological progress and the limitations in support to argue that things had gone worse in general, even if Sinisitar 1 takes place in a different region.

Suppose that Leila is defeated by letting the Otherworlder impregnate both her and Haanja. That kind of disaster would require lots of people to be stopped, but the Sisterhood succeeds. However, they have lost a lot over the years fighting the Father Incarnate, to the point that the organization is a shadow of its former self. With low numbers and having lost most of their magical supporters, the Sisterhood could not send a proper team or anyone at all to deal with the Outbreak taking place in Kessaria before it wiped out the human population. As a result, Rabiane is the best they have available to cleanse the region and stop another advent.

This is still an idea, a what-if based on the games being in reverse order.

Fr rabiance is the strongest women, if it true then the plan of father was an idea of rabiance.

It has too many flaws to be plausible. If it were true, the game’s story would be far less compelling.
You should consider the most logical reasoning combined with the time Nennai spent creating the game. They only had half the time to invest in the storyline, even if they tried their best to focus on it.

As I said, Rabiance could be a special nun with holy eyes that can see invisible monsters or those without form in this world, and her weapon is a holy sword that deals both physical and magical damage. It wouldn’t be surprising if Lelia found that sword and used it to destroy the big flesh worm at bottom the lake herself with a barrage of destructive magic at the level of a nuclear bomb. Since a wand combined with a bow caused an explosion, the holy sword must be on a much higher level.
