I'd download some browser extension to translate pages, Also you dont see the download link because it probably says that it's not available in your country.

The long string of numbers and letters can be decoded with a base64 decoder (just google it and paste the code there) to get a download link. The archive is password protected though and the MS Paint doodle has clues in Korean.
Not the problem with this one chief. It is legit one of those pretentious riddle things people on arca love doing to obscure their links. An image, a random string of characters and have to decode it and a korean password protection.
