Because not enough people show up to buy them when they are officially localized. Want more Empress that is properly localized and uncensored? Then your best chance is to go buy Starless and Closed Game on JAST USA if you haven't already.

Might not see any more Empress titles from JAST USA, however, since Shiravune released Great Deceiver and Shiravune releases are always censored with mosaic which greatly reduces the appeal of the titles.

MTL's being released also doesn't help, because people just download the MTL, "read" the VN, see the CG's, and then are less likely to show up and buy any official release that might get released.
