I truly could not give you a fair guess. Many, very very many.
Getting her is going to be the main thrust of the next round of girls I introduce. That'll be the PTA/the students council, plus getting the MC moved out on his own and spinning up his Project at the school. How many girls will that be? How long will it take? Fuck knows. Not as long as this round of girls if I can help it, but that's about as much as I have for you.
I do have plans to make the corruption processes a little zipper as the game goes on. Over time I'll be adding ways of using the app on groups, there will be a town wide corruption mechanic that will have some girls starting already partly corrupted when you meet them, the MC's project will hopefully be a streamlined way to add a bunch of girls quickly to then feed into ways of getting you more money/charge/points passively.
But don't worry, even once you get the Dean, the games not finishing there.
There's going to be an apartment building MC's going to turn into a freeuse compound. There's a whole local therapist mind controller thing planned. Turning Brandi, Ava, Cheri and Julia into a MILF harem. I have an idea for a whole social media thingy that I haven't figured out yet but I think could be cool once I do. A super religious repressed lesbian that MC uses to set up threesome after threesome with hot young lesbians. A whole ass gym that Leah and Joss will start that’s full of fit women. The doctor is going to make a mountain of bimbos. I have an idea I think could be fun where I use Siri Dahl's before and after surgery scenes to make her seem like a set of twins. BDSM Lesbians. Bimbo with a heart of gold. Trailer park chicks. Maid service. Cheerleaders! I set this thing in a college and I haven't even started on cheerleaders yet!
That’s not even mentioning half the characters I've teased in this part of the game already. Principal of the high school. Prom Queen. Town cop. Neighbor bimbo. High school bullies. India's douchbag boss. Dee Williams as Bunny. Bonny Rotten at the bar. Proxy at the sex shop. Several girls I set up in my practice games. Then, then we get to the Mayor and whatever is going to be happening around getting access to her.
All that to say, I'm not really in a rush to finish this game. I make ST because I like making it. It's not a game about getting to an ending. It's more about fucking around and playing with a bunch of different types of characters. Which is fun. I hope. So buckle in, we've got a loooooong way to go.

Stuck in step 22 with Sara which is also blocking progress with India. The guide says to talk to veronica about the new girls but there's no option to or any automatic dialogue.
Huh, something very odd has happened in your save. You got the scene where you get to the model home and Holly is talking to Veronica about starting work, right?
I still can't see where the problem happened, but this should fix it for you and let you continue.
There is a doctor you can work for from the jobs kiosk that has more bimbo content.
