I had started a new save when the update released and it has not worked the whole time.

Guess the cult still doesn't do anything. Also yeah seems like if you go to the home office after you own the mansion you can't start the new quest as when I started a new save and went there first it worked.

if anyone wants to try the dlc content and version 1.12 i made an update file. i dont have an antivirus so use it at your own risk. the html file has been slightly edited to avoid code checking.

nope. this is a public offline version. dlc is online only, or you can use the patch i posted earlier. it has both 1.12 and dlc, should work with 1.11 and 1.12
