Yes its my first time playing. I just figured it out after I post this. You have to do the Gorilla quest to get in prison and meet Ivy.
So I had posted about this before but deleted it because I thought this would be a better way to word this: I played both before and after this most recent bug fix and both times it hasn't let me go to Lex's office and when I click on Lex's building it takes me to the labs it doesn't have the pop-up that let's me choose between the labs and office. I might have missed something if anyone could let me know that would be greatly appreciated.
no seriously I don't know the trigger but do I need a set amount of money or do I need to keep unlocking scenes or do I need to get max threat level???
Where can I find Blackfire and how can I hire poison Ivy after get her from prison...... Plzz help
If I remember correctly, you have to spend so much time and earn a set amount of money in order for you to be able get a pardon from your crimes. After that you can enter the office.

For sure. I can see it if you have tried what the guide says and you're not getting anywhere. But to just plain come on and say "How do I unlock Terra?" or something like that without even trying, that's not right. It seems like the questions are getting more and more basic. I swear, someone's going to ask how to find Roulette soon...

Put Batgirl in a bordello room, Post Ivy as a guard in the Bordello through the "Post Villains" menu in the base, go check the security cameras. That is how it worked for me.
