Not abandoned in the official sense, but it's evident the side content a la Gotham and Themyscira have been getting the most attention in recent years - to the extent where there are people who feel the base game and the Bordello especially are being neglected in return (myself included)
This "soup" has been cooking for just about 10 years now and still isn't finished, and it's becoming tiring watching the development progress up to now. At this stage, we're not even adding stuff to enhance the end result. We're adding raw ingredients that just end up prolonging the overall cooking time.

Ok i'm trying to understand the first point, but do you and the others just want metropolis expanded with more or do you think main things are missing? what is missing from metropolis besides bordello content, all the girls you can capture with the device have their content from dance to anal, they all have multiple costumes, lana lang is the only one missing leash scenes, the female villains have the same minus costume options and strip club scenes. that seems like it would be enough to content to leave it as is and expand areas outside cells
I think your first point is because that sort of thing is very common among fan/indie games. I don't think that will happen, but it's an understandable concern.
For your second point, I think if at least this "finale for the games story" was finished before we got resources shifted to X-Men, people would be less upset. It's been almost a decade hasn't it? That's hella long.

Its not so much that I want the game to be "finished", I just want them to actually finish the incomplete content before jumping onto the next new thing.

I agree, but we're not focused on a date anymore, but instead are focused on solid content.
it's better to miss it than to deliver something akin to halloween update from last year.

The notion that the “main game” hadn’t been updated because you don’t like the two events that are being released is the only “gas lighting” happening. They’re as much a part of the game as the yacht, prison, whatever. That’s just how the game is designed. You can not like it, it’s still the main game. The end of the game will almost certainly be an event too.
Hopefully we will see some Cassie and Donna Troy content for that. It's odd that they have had such a minimal role in that arc.
