I don't remember this in the game, though, I didn't go through this character's quests after her rework.
But considering that its content in this version was heavily castrated when compared with the previous version of the game, so my advice to you is better not to go through this character.

Wait for him to return all her old content.

I'm on .32 I don't see how to start those quests either. I've used the "Look Around" about 20 times and nothing and varied time of day I could.

My Documents -> Folder with a really weird name "Сохранения игр Quest Navigator", you may have in there one or more folderrs, pick the newest.
