Porn, and in fact, even prostitution and most public nudity, are perfectly legal here, and content access limitations for content otherwise legal are forbidden (this isn't the US where
freeze peach corporate censorship is legal).
Porn is legally available on Steam in Germany, as long as the publishers have filled in a content rating

Also valve could't be bothered with a proper age verification so the just removed all "porn" games. Was probably easier and less costly.
At least in Germany, that has nothing to do with age verification, and all to do with the requirement for a content rating, just like TV shows and movies and yes, magazines of the sticky kind. Which technically you can now buy as soon as you are 16. Not that anyone that age would, given... the internet.
