You have to ask about going on your next mission. Then you get some more scenes with her before you depart

This is a bug that hasn't been fixed in the last 4-5 updates.

It's real pity that you can only have those two scenes with the snake merchant and not even repeat them. Hopefully she'll be added as more permanent LI later on.

I was able to get to 8, but that was because I invested all my points into charisma, strength and intelligence, as the rest are easy to increase.
