I'm stuck on the cowgirl, she is so laughably tanky and her special attack kills me super fast, do I just stall for a really long time and slowly chip?

You might have to revisit areas for missed runes or rethink your strategy. Try different attacks. Some succubus are prone to magic, others to physical attacks.

Use magic on her.
If your normal attacks don't seem to do much or anything at all, use magic. Blue Flame for example will make short work of her.
Blue Thunder can also freeze her in place during her special attack. Just learn her parameter for it.
