I skipped 0.18 so I was fine with 18.5. If you didn't, it might be better to wait for 0.19, indeed.

Alright, he hasn't really added much new content. But does anyone know whether he's updated any character sprites to the new layered versions?

I don't think so. the notes didn't appear to say so.

0.18.5 is partly bugfixes and partly restoring content on Jenny's path that had been removed/reworked. 0.19 will be the next version with new content/art assets.
