I have played this game a few times. I never noticed Mayor Rump in the background before
I seem to be stuck on Miss Ross's story and it's definitely a bug that wasn't present on earlier versions.
Some pretty invonvenient bugs in this update (I started a new save).

Update started in October and I'd estimate it would take about 4-6 months. No one knows the actual date, but before April would be a good estimate.

I have another bug. I've finished Roxxy's route, but can't do anything with her. The game says I need to finish the Bikini Contest (which I can't do because the replacement bikini isn't there). Is there some way to fix this?
