How is the Saving system of the game currently? do we still have to start from the start with each new version like before? My last played version was the 15, I was wondering if it is worth it to play the current version right away or to wait for at least the 18(in some months as it was written here) to come out so at least there may be much more content to find even if I need to play back from the start?

Old saves don't work and won't work for quite some time. But they did provide a full save when 0.17.5 dropped, so one could start the new content right away and had everything else done. Of course nobody knows if they'll do the same for 0.18. but there's certainly a chance.
Else it has always been true that you never really had to replay that much anyway. Most new stories started from day one and apart from some stats grinds you didn't really have to touch any old content.
