Ultimately it's a demo until everything is reintroduced. There's no need to play these wip-updates, unless you really have time to spare and don't mind replaying stuff again later on.
If I had to guess (I haven't played and don't know what's there), it's because of how much Eve and the 3 guys from the park are involved in that story. Given how outdated that content was, DC may figured it would make sense to change a few things and they need Eve's story, so the changes are workable and make sense.
You'll need at least two more updates, so there's really no need to play before the end of the year. Right now it's just Jennie, Debbie and the teachers.

I remember DC was drawing a Sasquatch lady a few years back based on Debbie's character model. He didn't say what it was for or where it was gonna pop up, but he was drawing it. I think he spent a few streams working on it too. I decided at that moment to just disregard most of what happens in his streams.

I guess they figured that nobody actually cares about these money making minigames when there's so little content for you to spend money on.
The big news to me is, that it seems like we'll get the new UI next update. Before DC's position was, that it wouldn't happen anytime soon, but after the tech update. If it's really the full UI, it's quite a significant update.
I think that may be what the cabin in the woods is for?

Depends upon the availability of the uploaders and if they have access to the files (either through people who leak or they have ways of getting content). Sometimes minutes... sometimes hours... in other threads... sometimes days, weeks, months. However, at the worst, you'll only have to wait about 24 hours to download it from the public links on the developer's own website for free.
If you need the windows version - it was posted by a person on the previous page.

So, DC ultimately chose the path of Vaultman's School of Scamming Away on Things, so he removed 90% of content and now he will be restoring old conent at speed of 5% per 3-month long update with few small improvements and calling it "new updates"
