The "Tech" update is 3.5 years from now. You can do the math. It takes about 3 months for every percentage point closer to the tech update. We're at 86% right now so that's 14% to go. So 3 x 14% = 42 months.
You're using linear progression, when the past does not support that. Based upon your supposition, seeing as it has been 44 months since the tech update began, then the progress bar should show less than
15% complete instead of the 86% it does now.
Doing that math (if
really only 15% complete, based upon linear progression) -- 3 x ( 100% - 44/3 ) =
256 months (21 years, 4 months) remaining

Oh, and using quintic regression (y = -14.36694 + 16.83053*x - 1.34677*x^2 + 0.05156813*x^3 - 0.0009269679*x^4 + 0.000006355317*x^5) -- the tech update should be completed in 4 months. Maths, man. Maths. Works in theory, but sometimes not in practice.

Also, this game will never be completed until such time that the developer chooses to stop working on it. Unless things change - it most likely won't stop being tinkered with before 2040 or whenever DC's kids graduate from college.
