My grades are a combination of personal preference and the nature of the character's content.
Tina and Odette would probably both be in my C tier. Some of the lower rankings are more because of a lack of content for that character than actual preference. On the other hand, some are ranked higher despite lack of content. (Jane the librarian is ranked so high despite having no sexytime because she looks like a caricature of my best friend's wife, and that shit is funny) Ivy would be a tier higher if there was an option to bang her without paying for it. Priya and Yumi would both be a tier higher if there were an option to bang them, period. Micoe would probably be higher if you could do more than oral with her. Oddly, I don't see Annie or Lucy changing grade level once their sexytime content is produced. Grace and Helen would be S-level if there were additional scenes with them.

"Big" is ONE of the few things there is to go on in this game in case you hadnt notice, most women in town are bimbo-esque in body type. Which if you ask me isnt a bad thing, I like summertime saga body types and the women who arent stacked usually have a nice kink/fetish (Trans/Teacher/Interracial/etc)
As for Lucy's personality, unless it turns out she is the head of the mafia thats been extorting your family, not really seeing how its possible to make that wet paper towel of a character anything more than a quick sex session for MC during the Annie storyline.

Its arousing to a majority of people, simple as that. Take a look at instagram, who is getting all the sponsorships/likes...take a look at onlyfans who is getting all the subscribers, take a look at porn, who is in all the popular pornhub videos.

Well, Lucy wiil be part of 0.22 while Judith will get her content in 0.23, and because characters always get their content in groups of usually 3 or 4, it's almost impossible to figure out how popular they are anyway.
Next to that the polls are very, very volatile. The main story and Maria for example were always among the least voted options, before they suddenly won the poll by a huge margin. The same goes for Debbie, who was popular before but became dead last in that same poll and didn't recover in the following poll, either.
Tl;dr Polls are totally unpredictable by now and seem to give little indication about general popularity.

As for her "content" you can view the roadmap and polls on the SS wiki so I already knew about her update. Still doesnt change the fact that I dont find her an interesting character and saving grace will be Annie and Principal cult content.
(LUL even the developer just calls her "Annie's mom from the daycare")

It's stil a really odd discussion. I'd say that Lucy actually overperforms quite a bit, given that she was only implemented in 0.17. and is thus years behind others. I'm quite surprised by the number of people who really seem to like her. But of course she's meant to be a secondary character with a given role and thus can't be as refined as main characters. Yet, it's indeed pretty much unknown what her part in the story/fetish will actually be about, so she may be way more interesting than we think.

Its not too far-fetched, people do like Summertime Saga and one of the main talking points is the girls. On paper and looking at it logically Lucy is just a secondary mom character. I would however be pleasantly surprised if Lucy turns out to be the leader in the sex cult Annie and Principal are involved with or if Lucy was in the mafia.
I guess all we can do is wait but if she actually just turns out to be a stay at home mom with pent up sexual frustration then lets just say she will have lived up to my expectations.

Oddly enough this atleast makes Lucy fappable LOL, its just like the monster girl scenes; Even though they shouldnt be in the game because they break the theme in my opinion, the monster girl scenes are atleast good for a fap.
