Well, yes, the next update will be 0.20.8 and the new map will be part of the tech update, which is the update that will happen after 0.20.8. Just as is written in the text you are qouting.
As far as I recall it DC didn't really want a town hall. I mean, Rump's part of the story seems already done by now and the new map will only be released after the main story is fully done.
So how does pregnancy effect the game? after the progress is done, everything is gonna be allright with that pregnant character? So only problem is that her route stops for some time?

Can't have sex for a while. Except some characters like Maria that include preg-sex.
Labor.
Can't have sex for a while. (Mom and Baby interaction).

More or less, you have a message/warning when you try to load an old save but if your save is not that old it'll load anyway.
damn, why is the progress so fast all of a sudden? I'm not complaining tho!

Because the tasks vary a lot in their respective size. The last finished ones where just button dialogs and pregnancy stuff, which seem to be comparatively little work. The last one left should be done quickly, too.

I get that the art will need to be adjusted for the tech update, but is there a bunch of other stuff that also needs to be done? I imagine re-posing a lot of things, but will they have to do a bunch of code work for it?

Historically testing takes about two weeks I believe.

They're going to have to re-pose virtually the entire game to account for the added screen space, which I imagine is why they brought on two new posers to replace the one that left. That's characters, mini-games, dialogue boxes, the works. They also need to convert every character to the rig system so that they get rid of all the awkward moments where characters change appearance between conversations. That includes like 80-90% of the MC's art and at least half of the total cast. I haven't done any programming in years, but I'd bet that the coding team is going to find it easier to rewrite the game from scratch rather than leave the Frankenstein-like construction that SS has turned into.
Basically, plan on getting the tech update sometime in early-to-mid October.

I'm almost sure that's not planned for the tech update. The art, which is still not on the rig will remain as it is, until the remaining stories get their rework - that basically includes Debbie, Erik, Mia, the teachers, Roxxy and Aqua.
Else DC already hinted that they may keep the old sex scenes of these stories in 4:3, too, until they get replaced.
