It is playable. You can download it, run it, and play Jenny's full route (the most developed route of all the "love interest" characters of the story), as well as most of Debbie's (the second most developed route of the story). It has lewd content. You can have the MC go through the first school activities.
It doesn't have the playability of the former version v0.20.16, this is true. But it is playable. You may not like playing it at this time, but it's playable.
You saying "not even part game" sounds like you are insisting that it must be a full game in order to be playable - and if that is the case - v0.20.16 and this game, in general, (and thousands on this site that people play every single day) are not "playable" because they aren't completed.
