For a couple of years you can forget it, the game is restarting so I don't see why the game will be on Steam with like 10% of content.

That's not a chart for the end of January release. That's a chart for the work determined needed to complete the entire tech update.
Art has been at 98-99% for more than 2 years of the tech update development. It's been waiting on everything else.
Remember, that's based upon the tech update task list --- which Debbie's rework was not originally going to be part of the tech update. But partially because everything else is taking along time, as well as other reasons, DC decided to take this time to do Debbie's rework -- but that's not reflected in the data used to calculate the chart.
Someone has tracked all the points over the years and posted graphs in the past. Also, if you're really curious, you could always use the Internet Archive's Wayback Machine to look at the history of that page

The tech update was to strictly be tech update. Not content.
Unless something changes, Diane's story is done. Her art was already reworked before the tech update. Debbie's hadn't.
But, who knows... If delays continue with the tech update, who knows.

so the Diane's Art in 20.16 is reworked ? I see it was just for the Tech update and not content update, but then why DC posted the list of different character's name for completing the tech update step by step ?
all they have to do is write a stable code for the game and add previously made art in it to make the game on 20.16 content.
I thought DC was updating the old content that's why it was taking this long for updating the the game which is already been completed till 20.16 content

Yes, Diane's art was already reworked around the same time that Jenny's was reworked a few years ago. A reason why they hadn't reworked Debbie's art was that it was going to be done when Debbie won a subscriber poll or when DC got around to adding her pregnancy route.
"all they have to do" - No, that's not all they have to do - and because of the shoddy coding, there's a lot more to rewriting the code than you might think there was to do.
