The developer is calling it their bi-monthly release and the next release is expected at the end of November. Whatever you or I think it is doesn't matter.

Does the game with the tech update have less content than before they did the update? Or am I misunderstanding this?

about time TBH this should've been with the pregnancy update long ago

The game is a new version and I'll say still in the beginning. They're a long way before being complete (read; main story wise), probably 3-4 years+.
Also, DC plan to never end the game and constantly add something new, so yeah take it with a grain of salt.

I mean, it's not like that's something new. In the past DC decided to re-poll the tech update, he added several splits to the main story, etc. - even before that he canceled some polls, because they didn't fit into his plans anymore (like back in the days when Jenny's rework was canceled without replacement and he just moved on to Roxxy or when he changed his mind on "choices and branches" in general).
People don't have to agree with his way of working and it's up to them to decide whether the promised UI and Debbie's rework are worth it or not.
If you look at it somewhat objectively, DC is now adding those elements to the tech update, which he should have planned for from the start. There really shouldn't have been any "unreworked" pre-0.17-art in any of the tech builds and not adding the new UI would have been such a wasted opportunity.

I just want to play a game that doesn't crash so bad that you have to ignore error for 100 times for those scenes.
It just so happens that there is a magical trick called "downloading an older version"
There is even a download link to the last version pre-tech update fuck up on the front page of this thread.
I want to confirm if this is real I saw some screenshots of the game that Tatiana the original character that worked in that Cosplay store is back is this true? Is yes is the cosplay woman who took her place still in the game too?

I finished the update and, overall, it's a bit disappointing. The good parts are that the UI does look good and the game runs smoother now. I like that they changed the girlfriend experience with Jenny. I really want an option where the MC isn't such a puss when it comes to Jenny. Personally, I'm good with just being her fuck buddy just like she is with the MC, but the girlfriend experience is at least likeable now. They said they made some changes to Debbie, but I didn't see it. Can someone enlighten me on that?
I'm REALLY worried about whether they can finish Debbie in just 2 months. I figured they would have put in the new laundry scene into this version, but it's not there. DC is putting a lot of new stuff for Debbie in the streams, which I'm not complaining about. The more Debbie he wants to add, the happier I am, but I figured he would just update the art and add pregnancy to her story. Again, I'll take as much as I can get of Debbie, but I'm skeptical it can be completed in the next 2 months and I know how he can change gears at any moment. I'd love to see her story wrapped up. Also, they seem to have dropped some frames from the cowgirl scene in Debbie's bed in the day. I know that art is going to get updated anyway, but the scene was better grinding rather than bouncing. JMO.
If anyone out there is wondering, I'd recommend skipping this update.
