begs the question why anyone would play this anyway when there is a "full version" available and the rework isnt officially finished

Because the "rework" is the same kind of rework Diane and Jenny got in 0.17 and 0.18. Which basically means that parts of her story get changed and a lot of assets and scenes will simply look better afterwards. By now playing the full version is really just a waste of time as you'll play old content that's less refined and worse looking. Either you play the new version update by update or you wait until her new story is done.

Debbie and Jenny and Diane were.... like..... pretty much the whole game at one point. Right? The rest of Summerville was just full of characters MC encountered while questing his way to family glory. There was never any real reason to vote for them - this isn't something I ever kept track of, and I honestly don't really care, but I think those three were more or less done (in the sense that MC was able to bed them) by the time he started running polls.
After the poll of the tech update the developer put in 3 till 4 years a few of scenes. Not more.
But now? What have he done the last 3 till 4 years on the tech update. In 3 till 4 years normally you can create a full game. I think in this 3 till 4 years he have the whole story done on tech-update - and till we wait on Ronda. But nothing coming and now... 3 till 4 years later we have this and the named it an update - no, that isnt't an upgrade. The update on the UI is cool and the new scene are fantastic. But 3 till 4 years for this new scenes? It is too low for an developer he earned 76.000$ - 128.000 every month. With this money he can get pros for help on this game. But no... he have part-timers for script, code, etc.
Yes, the game is free, but many people are fans and give him money on Patreon. For this money, and thats my opinion, is the development lame
I think he must be the old version finished and after that he can make a rework. If this rework go foreward everey 1-2 month i think i sit here and wait for the game when i finished the 80years... and i am 40.

I'm actually unsure if Mia wasn't squeezed in-between those three. Considering how bare bones her route is that just screams early game compared to even pre-tech Debbie or Diane.
haven't played in awhile, does the update finally get full version minus planned to be reworked, or is there still any old content that isn't available despite not being reworked?

Not "completed" but has the most content at this time. But as a warning, saves from it will not transfer to anything v21.0.0 or beyond. It's a dead end version.
It's been nearly a decade and I still can't bang the chubby nerd in the school bathroom.

why don't you check and read the changelogs in the thread's first post?
The flagship character back in the days was Roxxy: she is the first female character DC sketched.
The game originally was: family members (MC, mom, sis, aunt) + schoolmates + teachers.
The rest is fucking fillers and shit written and added because of DC's minions & Patrons (korean dictators, slavic bitches, Konterina, Pilly, the Captain... shit like that).
I might add that the librarian, the pool lifeguard and the sex shop lady were in the game since the earliest 2016 updates.
I might add that in the beginning DC used to release updates every 15 days, and he used to write the story and the dialogues. Back in 2016.

That is what happens when oneself loses passion for something, but discovers other "legal" solutions to exploit people and, concurrently, please your inner voice, even though one clearly despises working on that passion. It's like contineuing to work in a toxic environment, but pretending everyone around is making a fool of him/her through various copings. The dude is clearly burnt out, but won't admit it publicly. Been there, felt that (especially when migrating career options). Though if SS was an AA IP, I would say someone with deep pockets could buy the rights to SS, but since SS is just another indie title with a dozen successful and unsuccessful attempts to mimmick it's fame - is pointless to expect any significant change. All in all, I think we all just should accept that it is what it is and move on. SS was the peak of porn games/incest themed media back in pre-2020, but in the current time there are plenty of projects either done or with on-going developments surpassing the development scope of SS.
