The preview of the tech-update build that you are playing does not have all the old content migrated into it from the stable build (v0.20.16) of the game.

on their home page the next Tech Preview update will be late January will that add in the rest of the UNhighlighted stuff? or some of it?

You can play the 20.16 pre-tech version that has a ton of content.

2027?!
People will be lucky if they get the Judith update in 2027. More like 2030 and beyond. Roxxy's not even on the radar for a content remake, yet.

It depends, when the Roxxy Story stays the same without the improvements like Debbies, maybe he draw one or two scenes as a Remake to have some variety. Off stream. We don't know what he does off screen.
I'm probably wrong, but I swear in a much, much earlier version of the game you could knock up Roxy.
