Let's say the code is the unholy mess that everybody claims it is. Sure. I bet it's awful.
If you sat down and rebuilt this game from square one, having full access to the scriptwriting and art assets, it wouldn't take 6 months. There are no systems at play here that are complicated or unique. You have an inventory system that's out-the-box for Ren'Py. You have basic timed puzzles like the gardening one, the pizza delivery one. These could literally be replaced with any minigame, they're indepedent little systems in a bubble.
The actual meat of a game like this is the interconnectivity of the character stories and player reactivity, and those are basic as well. Most exist in cul-de-sacs, completely divorced from each other. The ones that do interact are in very basic ways, i.e. you can only unlock the Cow Girl if you advance Diane's story to a certain step. Since this is a harem game, very few routes are closed off or change based on the player's actions. Eve's gender is, programming wise, a superficial choice since it merely triggers different images and dialouge. The overall story is the same. Every pregnancy is simply a different character portrait and a few restricted options on a timer before things are returned to a default state.
I don't buy the coding problem being as severe as it was made out to be. This is not a complex, systems-driven experience. It's a regular ass Ren'Py harem game. It's technically unimpressive, carried completely on DC's signature art style. If he dropped a $20K fee on a programmer of passing talent, he'd have the entire thing remade in a month.

Please correct me if I'm wrong, but with that level of income/patronage, why doesn't he (temporarily) hire a couple more coders to pick up the pace and build a solid foundation?
I imagine he has some great ideas that he wants to draw and implement but he's been "stuck" for years.

At the rate this shithousery is going, there will almost certainly be a 5th Debbie update, but that's pure speculation. To be honest, it wouldn't be unfair to speculate he goes a 6th update, and we make it a full year of Debbie.
To think, these Debbie updates are only happening because DC tried to sneak 8 (now 9) year old art into the first release of his tech update after vanishing for nearly 2 years, and people quite reasonably mocked him for it.
If I am going to give credit for one thing, DC's team that compiles the updates (putting together the code and the art and such), are actually beating the allegations that it takes them 1+ months to put it together. Stuff DC drew a week ago on stream is appearing in the updates. So well done for no longer being completely shit.

Because hiring people means less money into his bank account and more work for him, since now he would have less of an excuse for why so little content and progress is being made and he would instead actually have to work on the game to keep up with coders.
By not hiring more people he is able to keep more money and keep expectations lower so people won’t get as upset about the luck of progress and content. And since he’ll be making less content and progress he can milk the game even longer to collect more patreon checks.
With the amount of money he’s been making for as long as he has, this game should have been completed years ago instead there’s even less content than we used to have due to him “reworking” the game to provide minimal improvements so so that he has an excuse to start the game over from the beginning to milk it even longer.

Download the pre-tech upgrade version or wait another decade for DC to re-release those routes. But it's more than likely he'll decide the game needs to be upgraded to 4K and this whole shit show starts over again around 2032.
