I was under the impression that initially people voted against the tech update but DC ignored that or at least lauched a second vote. But I also think he always said the tech update would take longer.
The question in the first poll was basically just whether a tech update should be inserted between the main story updates and that one lost (probably also, because he explained very badly what the tech update would be about at first and when he added some context it was too late).
When it comes how long it would take? The poll said 3 to 4 months, but then again, the poll was about a tech update and 5 scenes. Now we'll get 12 split into at least 2 updates.
Last update is only three months past btw. Did he not want to put a smaller update before finalizing the tech update?
Yes, that's the current plan. The first batch of new scenes will be out within the next weeks - at least that's what he said on stream.

At least when it comes to the locations, the tasks aren't of equal size. So it's always one task, no matter if we are talking about fixing the whole school or if it's just the donut shop.
As far as I'm aware the last larger location that's still missing is the mall. The school, the hospital, the apparments, MC's house etc. are done.
