At this point I'm convinced that the inspiration for Nico is low ranked League of Legends games where no one wants to play support and builds offense on support characters playing bottom lane.
She doesn't have a power problem. In fact her power is extremely potent. Logistics makes or breaks operations and Nico can be the great enabler. It was her that saved everyone when Hexenringe dropped the dimension. Everyone who wants to fight HERO needs to take her specifically into account and currently it seems that the best way to counter her is fighting fire with fire. It's her attitude that holds her back.
She wants to fight and be the protagonist, even when it's obvious that she has a bad matchup. She feels safe in her ability to bypass defenses, but if someone can resist her main attack, her fallback is extremely fickle and uncontrollable. Disregarding the fact that Ella toyed with her, if they had to fight in an urban setting, Ella could easily remain surgical, hiding her body in sewers or underground. Nico would have to bring the sun to fight which would completely destroy the city and kill every human in the vicinity.
Despite her being the actual MVP, mitigating an attack that would kill hundreds of Superhumans, possibly including the MC, the main thing the audience took from her involvement was how poor she did against Ella, despite having her powers longer and fighting in an environment that suits her.
