I wouldn't count on the Admin too much. For her, everyone is just a pawn, with the only exception being Kirito, because she actually needs him for something. It is also not entirely clear whether she really actively supports the council. So, if one of the pawns messes up or is overthrown, she wouldn't care about it as long as Kirito is kept safe and continues feeding her with the suspicion energy.
Somehow, too many plot lines turn out to be:
Kirito and his investigation, it turns out he works for the government. The council needs the seed of the virtual world that Kirito has in his head (or where?).
Sinon seems to be working with the council, but she doesn't want to get too involved in their affairs. She decided to help Suguha, but for what purpose? Does she want to get the seed first? What for? For yourself or just someone who won first.
But does the council work for the Administrator? Or not? Then why didn't she just pull out that seed in the dream world? So she has a different goal, then why do we need a council? The Administrator is aware of the action of everyone, but it seems she doesn't care, perhaps the goddess of the council is not the Administrator at all.
Suguha, I understand she knows about the council, but she doesn't care. But she is temporarily accepting Sinon's help. But does Suguha know what the council and Sinon really want?
And Asuna and Inoda... they are not involved in this at all, they are only needed to destabilize Kirito's condition, they are no longer needed.
