Also, check the mission log, make sure you don't already have the quest. If you haven't, try doing the other quests first to see if it updates. It shouldn't have anything to do with it, but just to make sure. If none of that works, try also sleeping for another day to see if the dialogue updates. Otherwise, I'm all out of options.
