I have replayed the game and I can guarantee that there are no errors, you must be skipping dialogues, with Elika, you must also talk to all the characters gathering notes.

Hey, Im at the scene where Will is at Resort to find Elka the laptop and Phone. I talked to Inn Cafe, Bar, and the Guy at Beach he said she might be there at Nudist beach, when I checked there I couldn't find her there as well.

If you're at the ending scene, there was the house to the left of the store. They won't let you in, but after you talk to all required NPCs a cutscene will start. Once it's over, you'll need to move to the south side of the house on the beach where there is a dumpster to continue the cutscene.

Seems to be the following:

Inn: Receptionist and Bartender in the east side of the building
Bar: Bartender
Outside: The boy, and the vendor on the beach

You'll know you've spoken to everyone when the black NPC standing in front of the house is gone.
