Well, that dosen't work if the file is actually not 3.02.1, but instead 3.01.3. I think the link from Tokyo Partner is an old one. I may be wrong but it says the it is version 3.01.3 I play it.

Same here, it downloads to 99%, starts again from 0%, and finally fails when it reaches 99% again.
