Overview:
Tatsuya is a new teacher and because of him being the newcomer, all the senior teachers push their work onto him.
He is placed in charge of the suggestions box, a place where students can give ideas to help make the school a better place.

Looks like a pretty straight forward fap-fest.
It's always hit or miss if those are palatable,but it looks worth a look. :)

This actually goes back further than that, though western influence is still arguably to blame (but more in a "our new trading partners are massive prudes and we don't want our culture to look bad in front of them" kind of way than a "forced on us by an occupying force" way).

Totally right, didn't realize the law predates their constitution (I knew it was part of the initial constitution). Apparently the law was ratified as part of the Japanese Constitution in 1947 but the actual penal code was in place in 1907. Granted, the interpretation and enforcement changes over time like most laws.
