Does the fix make it so if you're not on the Jasmine path you can avoid the truth or dare?
it should always have been like that, yes. if not on jasmine path you don't even see the truth or dare scene. the game will just end after the rooftop bar.

I only like that the MC has sex scenes with the LIs with whom he will end the game having a romantic relationship. If you can't end up having a romantic relationship with the side girls, then I don't want my MC to have sex with them.

If the game only had the love interests in it, I probably wouldn't have thought twice and just been happy with what we had, but it seems we are surrounded by hot side characters and some of the actual LI's pale in comparison :'(

We will. She's a key character in the story whether or not you choose to get sexual with her.

I'm hoping Jasmine likes me for more than just my looks
and it's not just based on my appearance
The answer is yes to all of these. That's the plan. Just note that the relationship with Jasmine will have a different feel to it compared to the other LIs because of the history between the two characters, and her slightly wild side which appeared following her divorce. Things will become clearer around v0.7 or v0.8 of Chapter 1 when it comes to romantic possibilities with Jasmine.
