Okay so looking at the latest picarto stream, you can see the asset folder for Helena (protagonist's mother) and she only seems to have one "boobjob" scene.
So this is probably not the massive update you'd expected after 2+ years of work.

I don't think it's been 2+ years of work anyway as the dev took an extended break if I remember correctly. I don't know how big this update will ne, if it ever does come out.
I also wouldn't expect him to show all the new content and assets in Picarto streams.
But I get the impression that with 2d artists making games, a lot of the time they're just too perfectionist and will just keep on redrawing assets over and over and will never be satisfied with their work, to the point that they never release new content in the end...
DC did the same with Summertime Saga even before the tech update which was initially a different issue.
He's now redoing the mum's story for the 4th or 5th time as has redone a lot the art, to the point that his tech update will take years to release...
