Still locked - I assumed they were bugged or future content since nothing has changed in my game story wise in-game 10-15 days now

I think that bug has been fixed in ver3.1.4.
Let's wait for someone to post a link here.
Misa has 4 scenes to choose from, in order from left to right....
1) sex at home (anytime)
2) sex in trash room (afternoon)
3) sex in front of her door (midnight)
4) sex in the security office (evening)
The scene will only be locked/blue as you cant select it...because
it's not available for that location/time of day.

Correct, but when you're not in the correct location, the heart locked icons still appear - which would suggest either additional scenes or a bug, because they're not actually available (so why display them). I have those scenes unlocked, but for clarity: if you're at the front door and choose to have sex with her, you'll be given 4 options when only 2 of them work (home/balcony). Those extra two icons should at the very least be hidden to avoid confusion.
When the shop upgrades to sell the bus pass, just buy it and take the bus(which is located on the far left side of the map from the shop).
I still have not figured out what the purpose of the Chaos World is for. Does not seem to do anything no matter what I do I just see numbers from 30-65. So what the hell is the Chaos World for?

go to Computer go to the work app, click Job tab (there are two tabs, first is where you do jobs, second is the current job info), click it, add 100 and you get the current cap?
for example, max is 20, add 100 to it

you get the number of chaos needed for the character's corruption. When the requirements is met, some of the characters' aspects will be changed. New scenes (the couple as night, the seller, people as churnch,...) or just costumes change (characters inside comiket). when you interact with the characters in chaos world, you can see when and where you can see the corrupted scenes for that character
