How do you trigger the dialogue? I got my event turned on and no kissing option dialogue appearing on the options.

You might have to cycle through the options a few times, but I got it to come up.
Make sure the event option is actually toggled on, since the icon doesn't change; it just greys out slightly.

So I've got a bit of a dumb question to ask: How do you even insert at all? I hold down click to start doing it and my character just... Sits there. I tried moving the mouse a little bit and it gets a tiny bit closer and then just doesn't work at all. Am I doing something wrong, or what?

Going to be real with you, being unable to draw the hard line between the real world and an artwork is a character flaw rather than ignorance. I tell people straight up: it's a drawing and I treat it like the monster in a horror movie... It'll never leave my screen.
I genuinely believe that the paper-thin boundary keeping loli legal is silently holding up my entire country's protections for artistic expression from fucked up puritan ethics laws meant to gut them. That means you need more foreplay and/or hearts, if it's too low you'll just struggle like that and even if you manage to insert it with a lucky push, she'll dislike it and start feeling pain.

I understand that, but my main question I have is what do you mechanically have to do to insert it? Even at the free play thing with max hearts it's a crapshoot on if I can even do it. Is it really just that you have to wildly flail your mouse around until it just barely works? That's why it feels like I'm doing something completely wrong, because it's unintuitive and clumsy.
Thanks for this... I also did not know how to search threads on this site. But I'm also largely mobile so I have to select the cog to see the filter options.

Oh, I misunderstood your question then.
Yes, the animation is a bit misleading because it makes it look as if wiggling the mouse will put more force into it, but it's not necessary at all. You just need to push the mouse forward enough to start an attempt and then hold it in place until it either goes in, or resets to the starting position (and then you push it in a bit more to try again).
